How to pay for culture

Every society has a special link with culture, which is a vehicle for social transformation, a right, a tool for collective self-examination and a means for celebration and enjoyment. It is easy to reach the conclusion that access to culture should be democratic and open to all, but how can this be achieved? One of the great challenges of cultural management is funding.
