(Peru, 1958) Lawyer, lecturer and politician. He was the President of Peru’s Council of Ministers between 2015 and 2016. Recently he has published El Caso García, a report on the discovery of secrets among the political class after the former president, Alan García, was accused by the parliament in 1991 of making illicit earnings. During his political career he has been a member of parliament and has worked in the ministries of Justice and Defence, and has also collaborated with international organizations such as the Organization of American States and the Inter-American Commission on Human Rights.
