(1966) He graduated in Civil Engineering from the Antioquia School of Engineering, received a Master’s in Economics from the University of the Andes and has a doctorate in Economics from the University of California in San Diego. He has worked as a researcher at the Inter-American Development Bank, as Assistant Director of Fedesarrollo, Assistant Director of the National Planning Department and Deacon of the University of the Andes’ Economics Faculty. He has published dozens of academic articles and several books. On 30 August 2012 he was appointed Minister of Health. He took up the post from 3 September 2012 to August 6th 2018. At the Ministry of Health he pushed through major changes in the national drugs policy. His latest books are Siquiera tenemos las palabras (2019) and Otro fin del mundo es posible (2020).
