Colombian politician and economist, born in 1954. He graduated with a degree in Economics and History from Duke University, and completed his doctorate in Public Administration at the University of Paris II. He was the mayor of Bogota between 1998 and 2000. He is considered a global authority on urban planning, which has led him to become and international consultant in the field. He has received numeous awards, related to architecture, the economy and journalism. He has also published several books, including the titles Democracia y capitalismo: desafíos del próximo siglo y ¿Capitalismo, la mejor opción?.
