Colombian historian, born in 1940. A Doctor in History from the University of Paris, he has held various academic offices, including that of the Dean of the National University of Colombia. Between 2003 and 2006 he was a member of the United Nations Comittee on Economic, Social and Cultural Rights. He has also served as president of the Interamerican Commission on Human Rights.
