Crime Prevention and Criminal Justice Officer with the Global Programme against Human Trafficking and Migrant Smuggling, GLOT59/92. Carlos is a Law graduate from the Autonomous University of Bucaramanga in Colombia, a specialist in Criminal Law with a Master’s in International Human Rights Law from the University for Peace in Costa Rica, a Diploma in International Systems for the Protection of Human Rights from the American University and the Inter-American Commission on Human Rights, with studies in gender and transitional justice at the Universidad Del Rosario in Colombia. He joined UNODC 14 years ago as a legal advisor in relation to the Trafficking in Persons and Migrant Smuggling Project of the Colombia Office, where he later served as Project Coordinator from 2012 to 2018. In December of the same year, he joined Austria's UNODC office as a Crime Prevention and Criminal Justice Officer under the Global Programme against Trafficking in Persons and Migrant Smuggling, in charge of formulating and monitoring regional programmes in Latin America and the Caribbean in both areas, such as the STARSOM, TRACK4TIP and MENTHOR programmes, and recently the joint TURQUESA Programmes with INTERPOL and MPTF with UN Women and IOM, for which he was transferred from the Global Team to ROPAN and closely monitored their implementation.
