He is an economist, administrator and has Master's degrees in Public Management, Territorial Planning and Environmental Management, and in Business Administration, as well as a doctorate in Politics. He was an Eisenhower fellow, which involved studying public policy issues in infrastructure planning and development. and its impacts on the governance and development of countries. He has more than 20 years of experience in multilateral banking, having roles as Secretary General, Auditor General, Director of Infrastructure and Energy Projects, among others. In addition, he has been an undergraduate and graduate lecturer at universities in Argentina, Spain, Uruguay and Venezuela.
