Carlos Moreno is an internationally renowned researcher. Born in Colombia and based in France for the last 40 years, he is today an Associate Professor at the Sorbonne University where he is the Scientific Director of the Entrepreneurship-Territory-Innovation chair. Carlos Moreno's contributions are internationally valued for their originality and have been incorporated into multiple local governance and urban transformation projects in France and worldwide. He is an advisor to national and international figures. His concept of the 15-minutes city/half-hour territory, created in Paris, has gone around the world as a new urban and territorial approach together with chrono-urbanism, chronotopia and topophilia. In June 2022, he launched the Global Proximity Observatory at the World Urban Forum #WUF11 with UN-Habitat, C40 Cities, UCLG and other partners. Carlos Moreno was awarded the Order of the Legion of Honor in 2010 by the French Republic, to add to many other distinctions. He has published: Urban Life and Proximity at the Time of COVID-19? (available in English and other languages) with Editions de l'Observatoire (July 2020) and Droit de cité, de la ville-monde à la ville du quart d'heure, also with Editions de l'Observatoire (Nov 2020)
