(Lima, 1944) An Industrial Engineer, MSc and PhD. He has been President of the Republic and a member of congress. He has been Head of Strategic Planning at the World Bank and Chair of the UN’s Consultative Council on Science and Technology, founder and Head of the Analysis Group for Development (GRADE) and Director of the Agenda: PERÚ programme. He has also worked as a consultant to or member of the boards of many international associations, public institutions, private companies and civil society organizations in Peru and abroad. He has lectured at the University of the Pacific, Wharton Business School, the Madrid Business Institute, the Universidad para la Paz in Costa Rica and the Pontificia Universidad Católica del Perú. He is the author of around 20 books, over a hundred academic articles and has been a contributor to Caretas magazine.
