(Colombia) Researcher, academic, cultural manager and activist and expert in Caribbean Studies. He has participated in many projects involving the social appropriation of knowledge on the Colombian Caribbean and Cartagena. In 2015 his book La isla encallada, el Caribe de Colombia en el archipiélago del Caribe was published. He has taught at the universities in Cartagena de Indias and has been director of the Observatory of the Colombian Caribbean. He is also known for his work on the relationships between culture and human development.
